ICEhighways Jobs and ICErecruit were both created by Thomas Telford E-Business, a web development agency that specialises in developing job sites for the institutional and professional membership sector. Thomas Telford Ltd. is a wholly owned subsidiary of the Institution of Civil Engineers (ICE).
